In this lesson, we will identify characteristics of a good system for handling corruption reports and guidelines to be followed investigation of corruption.
In order to successfully combat corruption, it is important to have clear and transparent systems in receiving and handling reports of corruption. A good system should meet standards of quality and fairness to build trust for the public to engage with them. It should provide information to people on what can be reported, to whom, how it should be reported, and what happens after. There should be clear procedures about when reports will be investigated by proper authorities or an assigned body.
When people make the decision to report on corruption, they want to be sure that their report will be taken seriously and that filing the report will not risk their safety or the safety of their families or colleagues. In particular, they want to be certain that action will be taken. Once allegations of corruption have been brought to the attention of the appropriate entity, it is crucial that a thorough and fair investigation is conducted. Conduct and results of these investigations should also be released in a manner that will avoid questions on credibility.
All investigations should consider how to maintain protections for the parties involved, confidentiality, and impartiality. Investigators themselves should ensure that all evidence will be considered for further analysis and to protect witnesses to the extent that this is possible.
